Downer Tries To Bar Paedophile

Foreign Affairs Minister Alexander Downer was last night in high-level discussions with United Kingdom authorities in a bid to stop a convicted child sex offender being transported to South Australia.
Premier Mike Rann asked Mr Downer to intervene in the matter of the British man, who wants to complete his parole in SA.
A spokesman for Mr Downer said cancelling the offender's passport was an option.
However, Mr Downer was waiting for word from the British Government which is now "considering whether they will let the offender leave the UK."
The spokesman did not reveal on what grounds the offender's passport could be cancelled.
The man, whose parole on a 10-year jail term for multiple sex offences ends on December 24, 2006, apparently has family in SA.
Mr Rann said he would do all he could to keep the man out.
"We are talking about the scum of the earth, a convicted sex offender that we don't want here in Adelaide," he said.
"He is still on parole in Britain and it is like transporting criminals to the colonies. My view is the transportation days are over.
"We do not want this convicted sex offender living here in Adelaide. He should serve out his time in Britain on parole."
Mr Rann said he was very pleased that British Home Secretary David Blunkett had intervened to stop the offender boarding a plane to Adelaide.
Apart from contacting the UK Government, Mr Rann also raised the issue with federal Justice Minister Chris Ellison.
Mr Ellison's office said nothing could be done to prevent the offender- an Australian citizen- from moving to SA.
Kylie Newman from anti-peadophile group MAKO applauded the strong action taken to prevent the man moving to SA.
"(If) he does come here, he should be put on the national (sex offender) register straight away and the community should be informed of who this predator is and where he is," she said.
She was appalled that a UK Home Office spokeswoman said the offender posed no risk.
"Anyone who says a convicted paedophile is not a risk to the community is ill-informed," she said. "Paedophiles offend and they re-offend. That's why the rate of recividism is so high."
Mr Rann said SA taxpayers should not have to pick up the tab to supervise a man convicted in Britain, "That's the bottom line for me," he said.
"I think it is outrageous for the British Government or officials of the British Government to think that somehow the SA taxpayer should pick up the tab."
Opposition correctional services spokesman Angus Redford called for reform of the laws on the transfer of prisoners.
